This website is dedicated to the project “Comparative studies in politics and administration – a doctoral programme for foreigners” provided at the Institute of Politics and College of Political and Administration Sciences at the Doctoral Academy of the University during the years 2019 - 2023

 

The project “Comparative studies on politics and administration – a doctoral programme for foreigners” is provided within the scope of a project financed by the National Academic Exchange Agency no. PPI/STE/2018/1/00001/DEC/1. Its nature concerns the increase of attractiveness of Polish institutions among doctoral candidates from abroad and acquisition of foreign doctoral students for the College of Political and Administration Sciences of the Doctoral Academy of the University of Wrocław.

A foreign doctoral student is a person meeting both of the following conditions:

  1. a) he/she is not a graduate of 1st or 2nd degree studies or uniform Master’s studies completed at a Polish institution,
  2. b) he/she is not a doctoral student undertaking full-time or extramural doctoral studies is not currently an applicant to undertake a PhD degree under extramural mode from a Polish institution. 

Foreign doctoral students admitted to the College of Political and Administration Sciences of the Doctoral Academy of the University of Wrocław under the “Comparative studies on politics and administration – a doctoral programme for foreigners” project will have the possibility of obtaining a scholarship from the National Academic Exchange Agency through the University of Wrocław in the amount of PLN 5,000 per month. The scholarships will be paid based on a ranking drawn up by the competition commission.

The competition commission appointed by the Head of the College of Political and Administration Sciences of the Doctoral Academy of the University of Wrocław to decide on awarding scholarships will assess the achievements of project participants four times:

  1. By 15 February 2020,
  2. By 15 September 2020,
  3. By 15 September 2021,
  4. By 15 September 2022.

The competition commission will be composed of: the content-related coordinator of the project and two representatives of the Board of the Political and Administration Sciences Discipline  proposed by the Head of the College of Political and Administration Sciences of the Doctoral Academy of the University of Wrocław.

The scholarships will be awarded to the 4 doctoral students of the College of Political and Administration Sciences who score the highest number of points for their scientific, organisational and promotional activity. The detailed scoring for individual criteria is presented below:

  1. 10 points – a paper published in a periodical from Scopus, Web of Science, ERIH Plus database and own monographs published by publishers from the list of the Ministry of Science and Higher Education (MNiSW) dated 18 January 2019 (level II),
  2. 6 points – a paper published in a periodical from the list of periodicals of the Ministry of Science and Higher Education from 2019 or a chapter in collective works published by publishers from the list of MNiSW dated 18 January 2019 (level II),
  3. 3 points – a chapter in collective works published in a periodical from the list of MNiSW dated 18 January 2019 (level I),
  4. 4 points – the role of research fellow or manager in projects: NCN, NCBiR, MNiSW, H2020, ERC, European Commission and other foreign institutions and organisations,
  5. 2 points – participation in an international scientific conference (maximum number of points to be scored under this category – 2),
  6. 2 points – participation in an international summer or winter school (maximum number of points to be scored under this category – 2),
  7. 1 point – activity in student clubs, participation in the organisational committee of conferences or activity promoting science (maximum number of points to be scored under this category – 2).

In the course of the first competition proceedings to be conducted by 15 February 2020 the assessment will include the draft outline of a doctoral thesis presented to the commission by the candidate. The candidate may score up to a maximum 10 points for the draft outline.

The competition commission will award the scholarships in the amount of PLN 5,000 to the 4 best doctoral students:

- for 8 months in February 2020 (first payment in February 2020),

- for 12 months in September 2020 (first payment in October 2020),

- for 12 months in September 2021 (first payment in October 2021),

- for 9 months in September 2022 (first payment in October 2022).

The competition proceedings will be  carried out in accordance with the principle of accessibility for disabled persons and the principle of gender equality.

The programme is co-financed from the funds of the European Social Fund within Operational Program Knowledge-Education-Development, a non-competition project entitled “Supporting institutional capacity of Polish academic institutions through creation and performance of international studying programs” carried out within the scope of the Activity defined in the project financing application no POWR.03.03.00-00-PN16/18.
